Texco Construction was incorporated in 2011 to provide commercial and industrial construction services throughout Victoria, New South Wales and Queensland.


Our D&C Methodology enables us to deliver outstanding construction solutions and client service, whilst furthering our goal towards becoming leaders in the industrial and commercial construction industry.

The Texco Team

Matthew Barker


Matthew co-founded Texco in 2011 with a vision to seed innovation whilst driving fresh perspectives within the Design & Construct industry.

With an appreciation for traditional building methods adopted by the Australian construction industry, Matthew also sought to challenge conventional processes in order to evolve the efficiency and effectiveness of modern day Design & Construct methodologies. Armed with a genuine enthusiasm, Matthew immerses himself in every facet of project delivery. His attention-to-detail to each build is enhanced with performance based solutions and meticulous documentation packages.

Matthew’s unique ability to navigate diverse stakeholder requirements sees him lead his project teams across the entire lifespan of every Texco development, pushing to deliver an outcome that reflects the companies and his own values.

Tom Bull


As a co-founder of Texco, Tom has helped form a diverse and talented group of Design & Construct specialists whilst focusing on the identification and development of new business opportunities since the company’s inception in 2011.

His passion for Design & Construct methodology has seen the team deliver industry benchmarked projects in an expediated time frame due to the consolidated and more holistic nature of the D&C process. By promoting a collaborative relationship with consultants and subcontractors, Tom has been able to combine his business development and construction management skills to connect and empower a growing industry network.

Tom is involved in the gestation period of all projects, balancing cost and design outcomes to achieve the best and most appropriate outcome for his clients.  Alongside fostering strong client relationships, he is committed to continued innovation, team-building and ensuring the successful delivery of each and every project.

George Sekoulidis

Construction Manager

George oversees the on-site delivery for Texco’s projects, closely liaising with site managers to ensure consistent standards are met on all Texco construction sites.

With more than 33 years’ construction experience, George has worked across multiple disciplines covering domestic, commercial, industrial and residential highrise apartments.

Since joining Texco, George has been able to share his industry experience with the team – harnessing a desire to constantly improve and be known to deliver ‘Intelligent Construction Solutions’.

He understands that client communication is a critical component of any successful construction project and acts with transparency to instil confidence in all stakeholders from pre-planning all the way through to project delivery.

Andrew Miller

Commercial Manager

Since joining Texco as the Commercial Manager, Andrew has succeeded in managing and guiding all aspects of Texco’s commercial agreements, with a focus on building relationships and improving the quality of service delivered to clients and sub-contractors.

With more than 24 years’ construction and business development experience, Andrew has a deep understanding of project planning and contract management, in addition to developing successful business solutions within the Design & Construct industry.

Andrew appreciates the importance of adopting a positive and dynamic team environment where staff are both challenged and rewarded. With an ability to utilise relationships with consultants, sub-contractors and suppliers to solve arising problems, Andrew has an enthusiastic approach towards sustaining the growth of the company.

Jack Bull

Business Development Manager

As Business Development Manager, Jack plays an integral role in positioning Texco to be a leading Design and Construct contractor within Australia. Jack is dedicated to achieving client-focused results, providing ongoing interaction and engagement to ensure all potential project opportunities have been considered and recommended prior to project delivery.

Having worked within the construction administration industry for the past 8 years, Jack has experience across all facets of project delivery, specialising in detailed concept design and planning to ensure client requirements are understood and delivered to the highest standard.

Jack’s passion to work collaboratively with teams of consultants and contractors throughout the Design & Construct process and commitment to maintaining complete transparency across the entire Business Development team, sees Texco achieve the most efficient outcomes for any given project.

Sayre Stewart

Environmental, Health & Safety Manager

As the Environmental, Health & Safety Manager, Sayre brings an unwavering commitment to Texco, determined to ensure positive growth within the company by endeavouring to improve and build on set compliance objectives.

Sayre has assisted contractors and subcontractors in the Commercial and Industrial construction space for over a decade, working to accomplish best practice in safety and environment. With qualifications in OH&S and Environmental disciplines, Sayre is devoted to building on the present culture of safety and awareness within Texco by implementing industry leading systems and solutions.

Through owning the full life cycle of Texco projects, Sayre’s passion enables the elimination of many safety and environmental risks during pre-planning and design phases. Collaborating closely with the construction teams, Sayre has the capacity to resolve and anticipate issues during the initial stages of projects to ensure low risk profiles for the business, subcontractors and clients.



As Texco’s Design Manager, Richard has utilised his keen eye for architecture and sustainable design practices to impart his technical knowledge and understanding of building compliance both on-site and within the office.

As a thriving problem solver, with a passion for the ever-evolving construction industry, Richard embraces the differentiation and self-improvement of each project, consistently working towards changing and improving designs to provide a fresh canvas.

Richard is committed to fostering successful relationships with clients and stakeholders, ensuring the development of Texco’s systems and procedures can adequately support both the project team and the client to reach an industry gold standard. As Texco’s knowledgeable resource to guarantee quality is maintained from inception to completion, Richard challenges old ideals, and oversees value engineering and the sourcing of suitable upgrades to meet client specific requirements.
